The Department for Education (DfE) is preparing a Charter for Care Leavers. The Charter for Care Leavers will be a commitment from the DfE to improve the quality of life and life chances for all care leavers. It will not replace the detailed laws and guidelines which are set by government and will not replace the local pledges made by councils to care leavers in their own area. It will set out big promises to care leavers and will assist local authorities as corporate parents to think about what care leavers expect of them when they ‘interpret' the laws and guidelines in relation to them.

The drafting of the Charter is being led by the Care Leavers Foundation assisted by many other organisations, including National Care Advisory Service.
