This strategy makes a commitment that the government will use the Children's Social Care Innovation Programme to rethink transitions to adulthood for young people in the children's social care system, with a focus on developing new ways to provide care leavers with the personal support networks they need to thrive; piloting 'Staying Close' – a variant of Staying Put for those leaving residential care; and testing out alternative models of delivery for leaving care services through the use of Trusts, Mutuals and other arrangements.

DHSSPSNI 12 Leaving Care Services Standards SEP 12.pdf

These Standards were developed from the high level outcome statement contained within OFMDFM's ten

year Children and Young People's Strategy for Northern Ireland - 'Our Children and Young People, Our Pledge.' They represent the minimum standard of service provision linked to leaving care services expected of all Health and Social Care (HSC) Trusts in Northern Ireland as well as to other agencies commissioned by a HSC Trust to deliver leaving and after care services.

These Standards have been piloted in all HSC Trusts and their application has been subject to inspection by RQIA. The Standards are now being formally implemented and will be reviewed within two years of their operation. Their application will be measured through self-assessment monitoring and inspection.

This updated guidance for local authorities advises them on helping care leavers aged 16 and 17 prepare for adulthood. It now includes a reference to siblings (p. 22) and an additional paragraph on not moving a young person during the academic year after their 18th birthday (p. 46).
